I saw this headline reported on Twitter yesterday, and at first I could not figure out what they were trying to say. What the heck is a violence killer, and why is there a moderate to high risk of his being freed?

'Moderate to high risk' for violence killer to be freed

There was a link in the Tweet, so I followed said link and found that what the headline actually said was this:

'Moderate to high risk for violence' killer to be freed

Punctuation matters!
